Power is concentrated in older elites, who often recycle themselves through patronage networks. This creates a system where the youth feel excluded from meaningful decision-making. This deepened cynicism about democracy and revealed how state repression persists under a democratic veneer. Education and Economic Marginalization The failure of democratic governance to invest in youth development. For many, democracy has come to symbolize economic stagnation rather than opportunity. 8.
